I think you need yo be above 1800 for the Legend LS to show. Not sure what the exact cap is but there is some power level below which Legend LS don't show up. It's just that you can only get the new one from the new Lost Sectors. with latest update, the exotic from soloing the legendary/master LS will be on a knockout list, which means you will have higher chance to obtain new exotics, but it doesnt mean that you wont get the old ones, just RNG, go again.
