I might be wrong but i think a later patch moved the stone to the cave you make your escape through, near a troll (so that the stone would be available outside of the embassy quest). Might be an unofficial patch for PC though but you might want to check. It's in the cave where the frost troll is right as you exit the dungeon.

(the cave you go through when you escape from the Thalmor Embassy) It should be as simple as going back to that cave entrance where you escaped before, and picking it up next to the body.
