If you go to lvl 150 and go for 50/50 strength and skill you wont need to worry about what weapon you're using, cause with endgame gems, you'll be doing crazy damage on any weapon.

It scales better with Skill than the Cleaver and is arguably the better weapon - thrust attacks, serrated damage on both forms. Threaded Cane is also Skill, but I've never been a huge fan of it. Later on, the Beasthunter Saif, Blades of Mercy, Church Pick, Rakuyo, or Burial Blade are all good Skill scaling choices.
