I had the same issue and came to the conclusion there isn't one for private servers. I couldn't find it. I have Dino's in the 600 level range and they survive server restarts. i manage my private server and unless the server owner made a dino level cap there wouldnt be one, unless its an xbox/ windows 10 server. At 100% taming effectiveness you would then get a lvl 450 dino. I've read in the past that 450 is the hard level cap and that dinos at that level or higher will despawn on a server reset.The command in the .ini files was something to the effect of LevelExperienceOverrideRamp or something.
