(note: just noticed one of the beacons misses the modules, this is corrected in the blueprint string. Balancing before the smelters is pointless. If each smelting lane can handle half a belt, then all the incoming ore will be processed, and the plates are balanced before loading anyway. Those too are over-balanced; all you really need to guarantee is that each train wagon gets the same amount of ore.

The mine/smelter ratio is perfect at least in that regard. I think it takes 10 iron to make two steel every second. This means the steel furnaces need 1 iron per second. Therefore you need 3.333 times as many furnaces making iron as you have furnaces making steel.
