I personally use a Lightning infused Priest Chime for Miracles, arguably second only to the Dragon Chime, but with the huge benefit of being obtainable much earlier on. As for weapons, probably anything with do, this is DS2 after all, where just getting the base stats for a weapon and raising the infusion stat works perfectly.

For a dex build you can't go wrong with the standard Rapier. Solid damage when upgraded, fast pokes, and extremely low stamina consumption make it really strong against tougher enemies and especially bosses. I'm using it currently with the Warped Sword and together they are devastating.
