I've had the same issues as you, some were able to reach 10 exfils, some stuck at 8, some stuck at 2, some stuck at 4. As I said, streaks are stupidly easy to achieve, there's literally no trouble doing it. So I doubt the would adjust AI to combat anyone cheesing streaks for perks that don't work.
