The AI of the survivors can be rough around the edges when it comes to defending themselves against zombies or chatting to each other but they are definitely able to help a lot around your base and make the world feel more alive (lol). And the best settings I found for me so far are, suvivors spawn rate at the lowest. 5% or 0% chance of spawning with guns (because there is always a guy with a shotgun making noise at 2 in the morning attracting zeds). For the rest of the settings I don't have a specific preference, maybe increase melee spawn. There are no NPC's anymore in vanilla, HOWEVER, there is a mod you can get that adds NPCs to the game.
