I wiggled and turned the steering wheel followed by key attempts many times. Still locked. I even moved the steering wheel position in and out and up and down. No luck.

I fixed this issue in my 2013 Crosstrek by removing the steering column shielding (two screws are present while turning the steering wheel) and disconnecting the connection to the key chamber.
